Attorney Elizabeth Krukova in Mass-media

A Ukrainian Brain Drain - Attorney Elizabeth Krukova for New Yorker Magazine - June 4, 2014

"Elizabeth Krukova, a lawyer at National Capital Legal Services, a Virginia firm specializing in helping Ukrainian companies to apply for U.S. visas for their employees, told me that, at the beginning of this year, she received one inquiry per month from Ukrainian technology companies looking to move their staffs to the U.S.; now, she receives two or three per week. “Technology people have concerns besides their safety,” she said. Among the more minor ones, some Ukrainian technologists worry that the geopolitical tumult could raise their taxes. Since early 2013, Ukraine has offered a special deal to software companies: a flat five per cent corporate-tax rate, compared with rates of about eighteen per cent for other companies."

Interview with Attorney Elizabeth Krukova for the "7th Day" newspaper, 2005.

Please, tell us about yourself. What brought you to the United States?

Basically, I can say that all my life is dedicated to jurisprudence. Being a student of Moscow Institute of Law, I was also working for major American Law firms in their subsidiaries in Moscow for more than 5 years. For instance, I worked for a company named Skadden Arps as a head of the Department of Accreditation of Foreign Companies in Russia. All work was in English, and we were assisting the biggest US companies. Working about 40-50 hours a week, I was at the same time a student of Moscow Institute of Law. During my last two years of study I managed to enter a Moscow subsidiary of Emory Law School based in Atlanta, GA where I started to study American Law. Upon graduation of Emory I was granted a free Master degree program in Universities’ headquarters in the United States as one of the best students. However, at the same time I received another grant for education from Open Society Institute, well-known for many as program Muskie.

Therefore, I came to the United States to complete Master degree program in Law University of Indiana located in Bloomington. Upon completion of studies I received a job offer from Coudert Brothers, LLP with an option to choose to work in New York City or Washington D.C. I worked for Coudert Brothers, LLP for more than 3 years first in their office in Washington D.C, and then in Moscow, Russia.

Why did you decide to start your own business?

I was in need of help of an immigration attorney, so I went to ask for legal assistance to one of the most famous immigration law firms in Washington D.C. I was negatively surprised with poor service I received. It made me to think that if I, an immigration attorney myself, got bad service, then what other people (who do not know English, neither immigration laws) get? It was a starting point for me to think about opening an alternative law firm where legal specialists would pay attention to clients’ needs first, not to the fees they charge. Obviously, to leave prestigious highly-paid job in order to help immigrants was not an easy decision for me and that is why it took several more years before I was ready for it.

Please, introduce your Company.

National Capital Legal Services provides a wide range of services related to Immigration, Family, Civil and Business Law. We have been already recognized as one of the most recommended immigration law firms in greater Washington D.C. area. Besides myself, there are four specialists with higher education degree in law, other staff members are highly qualified professionals in their fields.

What kind of services do you provide at National Capital?

We at National Capital help our clients to apply for tourist (B1/B2), student (F1; J1) and work visas (H1-B, H-2, H-3). For work visas we also prepare all necessary documents on behalf of employer.

We help to file for O1 visa if a client has extraordinary ability in science, technology, arts, etc. This type of visa, when approved, allows one to apply for a green card.

Specialists of National Capital provide assistance with applying for Labor Certification as a part of process of obtaining a green card based on employment. The procedure itself is very complicated, and that is why we strongly recommend our clients to ask for professional legal help.

Besides that, National Capital provides full scope of services related to obtaining a green card for family members of American citizens and permanent residents. We offer legal assistance for all issues related to applying for American citizenship as well.

Our company helps those who are looking for political asylum in the United States including preparation of the case for hearing in Immigration Court. We represent our clients during the entire process from preparation of initial asylum application until obtaining the final judgment on the case.

What do you think is the most important to pay attention when choosing an immigration attorney?

First of all, one should find out whether an Attorney has license; second of all, I recommend to check if an attorney is a member of American Immigration Lawyers Association (AILA). Second issue is already a kind of quality guarantee because AILA not only tries to check on quality of legal services provided by a lawyer but also keeps its members updated about recent changes in Immigration law and application procedures. Another aspect is to be aware of those attorneys who easily make promises. Many people are attracted by such promises and even ready to pay more for what they were promised but it is very likely to lead to a big disappointment later. Instead, when talking to an attorney one should pay attention to accurate analysis of facts and situation.

It is very important to choose a right lawyer. For example, there are a lot of so-called “consultants” in Chicago area who completely screwed up immigration history of many people. We at National Capital do our best to help them; however, in most cases it is very hard to do. Moreover, one cannot even file a complaint for incompetent services because Lawyers Associations deal with licensed attorneys only.
